"James F. King, Jr. of Jefferson Park Circle, submitted petitions (with 150 to 155 signatures) in the city's registrar's office on Tuesday announcing his intention to run for City Council ... Independent candidates must submit petitions bearing the names of at least 125 registered voters" (The Daily Progress, March 4, 1998).

The names were checked on Wednesday and James King will be on the ballot. King is a neighborhood activist who believes that City Council needs someone non-partisan to help promote cooperation between the City of Charlottesville, Albemarle County, and the University of Virginia (Kimberly O'Brien, The Daily Progress, March 5, 1998).
