"Fifth District Rep. Virgil H. Goode Jr., D-Rocky Mount, is proposing a repeal of the District of Columbia's 23-year ban on firearms" (Bob Gibson, The Daily Progress, June 17, 1999).

"Goode, 52, said he believes any resident or business owner in Washington with no criminal record should be able to own a gun"(Bob Gibson, The Daily Progress, June 17, 1999).

"He said he proposed an amendment to a juvenile crime bill that would restore Washington's registration and licensing of firearms as they existed prior to Sept. 24, 1976"(Bob Gibson, The Daily Progress, June 17,1999).

"The District made possession of handguns illegal after Sept. 24, 1976, granting exemptions to police officers, security guards, retired law enforcement agents and residents who already owned legally register guns.
